SIP has mobilized its comprehensive emergency response system to combat this year’s first severe weather challenge that combines rain, snow and freeze, aiming to ensure stable and orderly urban operations.

The local emergency management department has preemptively issued work guidelines and coordinated over 1,500 personnel from 106 emergency teams working for utilities and municipal services.


Full preparations have been made for efficient snow and ice removal. Utilizing the local digital urban management system, SIP has intensified safety checks on outdoor facilities like enclosures of construction sites, major roads and subway entrances. A series of measures, including clearing drainage systems, posting warnings on slippery sections, and reinforcing freeze protection for public water and lighting systems, have been taken.

Police officers have increased patrols on key routes, while sanitation crews are on call with 26 trucks loaded with de-icing agents. Vital thoroughfares and areas with large people flow are prioritized.


Utility sectors are also on full alert. The gas company has conducted anti-freeze checks on infrastructure, with its leadership on duty and repair teams available 24/7. The water company has completed insulation upgrades for pipelines and publicized frost prevention tips. Public bus operators are proactively assessing route conditions, ensuring safe driving in icy weather, and conducting thorough vehicle maintenance to ensure passenger safety.
